In 1996, Simon Barley and a group of friends formed the company ReoAir. The group applied to build a structure for the Tollwood Festival in Munich, consisting of three interdependent arches. Unfortunately the proposed budget blew out and the festival was unable to agree to the work.
                ReoAir undertook some work for the St Kilda Festival in Melbourne the following year, building a bamboo frame on a boat. The Ship of Dreams focussed on the building process as the performance, which was given a spectacular finale when the structure was set on fire.
